Rust spots starting on my 2014 Ford F-150 bed, best removal method?

Live in Winnipeg and my 2014 F-150’s truck bed has some surface rust spots starting to appear, mainly around the bolts and tailgate edge. What’s the best way to tackle these before it gets worse? Should I sandblast, use a rust converter, or just sand and repaint? Budget is limited, so DIY preferred.

For surface rust, sanding down and then applying a rust converter works well before painting. You can get rust converter at Canadian Tire for about $15.

If you have access to an orbital sander, that will make the job easier and faster.

Make sure to seal everything with a good primer and then a bed liner spray paint to prevent return.
