Switched to winter tires but rims are rusty—should I clean or replace?

My winter steel rims from last year have picked up some surface rust after a snowy winter here in Winnipeg. They’re holding air ok, but look rough. Any tips on cleaning them up or is it better to replace entirely before putting them back on?

Surface rust on steel rims is pretty common. I usually use a wire brush and some rust converter spray from Home Depot before repainting.

If the rust is just cosmetic and rims hold air fine, definitely just clean and repaint. Replacement is pricey.

Make sure to dry them well after cleaning to prevent more rust.
